adjoining land solar panels

some 10 years ago i purchased an a strip of agricultural next to my property for use as an allotment/orchard.
i recently wanted to put ground based solar panels on part of that land for my domestic use only.
my planning authority said that as the land was not part of the 'property curtilage' i would require full planning permission.
is this right?
help please!

Sadly as I understand, if the land is not part of the residential curtilage then permitted development rights do not exist and you will require planning permission I am afraid.
