Existing business now told needs planning permission

My husband has a retail unit for the last 3 years and it was previously retail for some 6-7 years beforehand. Now the Council have said it for industrial use only and wants him to shut down. This is located in a residential street and he runs a grocery shop. Am I right to think that if he can prove its been retail for a while that he no longer needs planning permission? It was advertised as a retail unit when it was to let so we are really shocked this has come up now. Any help or advise appreciated.
