Ground floor flat wanting to put a cupboard in that would go under upstairs neighbour's stairs

Hi. I am in a ground floor flat, which was a new build 8 years ago, it is shared ownership. On the original plans the builders were going to build cupboards which would have, essentially, been an under stairs cupboard. This would have utilised the under stairs space which runs, behind a wall, in between two of our rooms. The builders ended up not putting this cupboard in but we would like to and wondered if we would require planning permission to do so.
We would, of course, have to satisfy fire regulations.
