Is a bike shed an outbuilding?

We live in London in a terraced house as we have a small front and back garden. We want to build a wooden bike shed in the front garden:
A. Width: 1.85m (6ft1)
B. Depth: 0.95m (3ft1)
C. Height: 1.31m (4ft4)
But it will be on the boundary .
Do we need planning permission or even tell our neighbour who has been nothing short of a nightmare on anything we have done in the last 8 years.
