Permitted development fronting highway

My property is surrounded by footpaths on 3 sides with the house being at the back of the garden so all the land is on the front of the house. I am wanting to build outbuildings under permitted development but not sure if I can due to having to build in front of the property. I am also in greenbelt. Anyone got any ideas ?
