Using a stone BT hut

I'm hoping to buy an old stone BT hut and make use of it as a workshop to develop into a business over time. As it technically belonged to the crown before the current owner bought it, does anyone know if we can just carry on and use it as a work unit or do we have to apply for planning as change of use. It has not been used for years since BT moved out and planning for a residential building has been turned down several times.
Could we risk just moving in and working in it?
