Building without planning permission

I live in a conservation area which has seemingly strict planning permission. Many of my neighbours have built extensions and conservatories prior to my moving into the area, for which I can't see through the portals that they have got planning permission.

My question is this: Assuming that I would be rejected if I were to apply for planning permission, should I instead just go ahead and build my conservatory? Surely the local council can't demand that I pull mine down without tearing down the conservatories of all my neighbours, too?

You may not be able to find any Planning history because the works were probably carried out so long ago that the Council have not yet had time to upload the Planning history or the extensions may have been carried out via PD. If it is the latter, applicants can choose to bypass the Planning process completely while others like to have PD works confirmed via a CoL application.

Can you not add on a rear conservatory/extension while meeting the PD rules and guidelines?
