Can existing building help right to light application

My house is about 70 years old. It sits very close to my neighbour's windows. If I demolish the house and build a new one, can it be the same dimensions as the old house, or will the new house have to satisfy the current light regulations. If I have to keep to the current regulations then this would require a completely different design.
Thank you.
