Filling in a side space and exhausting Permitted Development

During my extension I was instructed by the council to have a 1m side space under their Unitary Development Plan to prevent the area looking over crowded. I have had a plastic and wooden lean-to with a gate in this space, but would like to have an asphalt roof instead. Is this technically filling in the gap with a more permanent roof and would I be breaking the rules on not maintaining a side space?

I have had two large extensions already and have over 50% of back garden decked. How do I know if I've exhausted my permitted development?

A 1m space which relates to a single or two storey side extension?

In terms of knowing if you’ve used up your PD allowances, that should be stated or referenced to in any formal Planning approval.
