Help! Advice needed - flood regs

Hello, I’m looking to buy a house that has been built to current flood regulations - so all of the living accommodation is first floor, and then on the ground floor are 2 garages and utility & WC. The village is medium risk of flooding. And the village consists of bungalows and other houses.
Are we able to convert the garages into living space (living room and kitchen diner) without planning permission? Any advice would be greatly appreciated!!! Thank you

You will need to check your LPA’s website for their Planning policies for your property and site. There may also be existing covenants and conditions relating to the property that specifically stipulate the allowable uses.
