New domestic garage - without a house!

Hi,
I see endless descriptions of domestic garages in relation to an 'original property' ie a house.

So, if I want to build a garage on land I own in an area that is within a 'development boundary' - can I do it?

- no commercial use
- storage of my own property and a vehicle
- understood on the 4m max height/pitched roof

Any advice appreciated, I have googled in vain!

In a similar vain, if you bought 2 existing garages in a row of 'communal garages' can you build a 4m high double garage instead?

Extracts taken from the Technical Guidance…

“Class E sets out the rules on permitted development for buildings etc within the curtilage of a house.”

“Curtilage - is land which forms part and parcel with the house. Usually it is the area of land within which the house sits, or to which it is attached, such as the garden, but for some houses, especially in the case of properties with large grounds, it may be a smaller area.”
