New Internal Toilet Block for existing Commercial Units

Hi, Can anyone clarify if I need Planning Consent for a new internal Toilet Block for an existing Commercial Unit? The Units are VERY old and never had their own facilities so we are wanting to add them. Originally looking to put externally (need PC) but space is limited so now looking to put internally.
