New window opening to front elevation

I would like to make a new window opening to the front elevation of a 2 bed semi-detached property with the intention to make a 3rd bedroom.

I have visited the planningportal.co.uk and the guidance is as follows:

"You do not usually need to apply for planning permission for:

Repairs, maintenance, and minor improvements, such as repainting window and door frames

Insertion of new windows and doors that are of a similar appearance to those used in the construction of the house (note – a new bay window will be treated as an extension and may require permission)"

This would suggest to me planning is not required, however it is not clear.

There is a property a couple of doors up, I asked them and they said they just went down the building control route without planning.

Does anybody have experience of this type of building modification and suggest recommend my course of action.

I have tried to contact my local planning authority, however they are very slow to respond.
