non material or minor material amendment?

Is changing a window to glass block considered a minor material or a non-material amendment? also is adding a window a minor material or non-material amendment? any advice?

Changing the appearance of an already approved window would be considered non-material.

In relation to the window, which floor and elevation is it to be installed to?
