paiting house in conservation area

I have just had the most ridiculous correspondence from Fife Council telling me to retrospectively apply for planning permission to paint my front door and garage door or return them to the original colour. to get permission will cost me £202 . My house is modern , off road and although in a conservation area the property in the area is of mixed architecture and age. This rule to me seems petty and stupid, the cost of planning 4 times the cost of the paint. Surely there is some common sense to be used here.
