Planning Permission for Tiered garden

Hi. I live in s small new house built on a small taste of 20 houses all detached.

Our back gardens consist of a 20ft leaning concrete retaining wall with another garden at the top which is currently not accessible with a fence at the back which backs onto a small road leading to a mountain. I would like to flatten and patio this top section of garden, build 3 walls in a U shape design with glass balustrades at the front, then made accessable from the bottom garden via a spiral staircase. my question is would this require planning permission ? any help would be great

Yes as the resulting heights would exceed those as allowable via PD.
