Planning permission for yurt? (Mongolian style tent)

Hi, my brother has put his yurt up in his field, not to live in but to enjoy being there in the day between working on his land (wildlife conservation & horticultural projects). It is totally temporary, it has to be taken in over the winter.
He has been asked by the council to take it down and that it cannot be there for more than 28days...are they allowed to do this? It is way down a farm track & not near any dwellings or overlooked by anyone. We looked into planning permission when we wanted to put a static caravan on our field, and we're told no, but caravans on wheels and yurts were fine so long as not living in them.
I'd be really grateful for any advice on what the law is regarding this
