Planning permission - wrong address

Hi
I'm a leaseholder of a first floor flat in a detached house that has been converted into 4 flats. The ground floor flat leaseholder has obtained planning permission to extend out the back which would materially affect the view from my bedroom window. I was never advised on the extension plans, I was under the impression they were simply renovating!

As I rent out my flat, I did not see the notices that were put up when the planning application went through and it has been granted. However, when I look online, I can see that the planning application seems to be made under the address of my flat and not the ground floor flat! If the permission has been granted to the wrong property, would this be invalidated??

I'd appreciate some advice or thoughts from someone who may know about these things.

The Planning approval would have to relate to the application properly. I’m surprised if such an error has been made, which would/should have been picked up at the validation stage.
