Planning permisson for a shed

Hi can some one please help me. I have just built a shed in my back garden. I live in a flat, and our gardens are divided with a 6 foot fence around.The shed is built out of timber, and has no footings. The shed i built is 2.4 meters high , the length is 4.5 meters, the width is 3.8 meters with a concrete base. It has 2 windows and a door. The roof has got a bitumen roof. And it also has eletricity. Its use is for keeping my lawn mower and my bike. Do i need planning permission as i live in a flat. and is it to big ?

As you live in a flat you do not benefit from permitted development rights, therefore you will require planning permission. Any application will be assessed against your local councils policies. Difficult to say if it is too big without seeing it in context.
