Private estate planning

Hi all, hope that you are all keeping well.

My name is Dave and I have question for the Forum please:

I live on a private estate consisting of just under 30 properties. The estate is run as a limited company and we all pay annual fees for maintenance and upkeep, plus a public liability insurance too.

I am looking at making some significant changes to my property that would (on public roads) attract the need for planning permission, however my question is this; if my building alterations will in no way affect any properties outside of the estate (we live slap bang in the middle and no where near the main road that is council owned) would we still need to apply to the local authority for planning?

Is yes, then can I ask why?
