'Side elevation' windows regulations

I am in process of buying a new converted flat within an existing period property which is upper ground floor , facing the main road . Both the living room and my bedroom face the front . The sellers are saying that the bedroom window has to be frosted as it is apparently has to follow this regulation :

' the new windows in the side elevation of the building below 1.7 metres will be fitted with obscure glazing'.

To my knowledge is the side elevation the side of the house ? If my bedroom , along with the living room and front door all face the road how does this apply ?

Please advise to correct me if I'm mistaken .
