windows and french doors

I live in the basement of a grade II listed house. One room at the rear of the building is in an extension that was built around 200 years after the original construction of the house. It has damp issues and I would like to refurbish it. The windows are timber framed but not 'period style'. One window is not visible from the back garden. Another is partially visible, and asymmetrical with no glazing bars, and it does not open. Outside the latter window is a well that fills with water during heavy rain, so any wooden window frame is likely to rot quite quickly. Do I need planning permission to replace these, and would I be able to use UPVC/double glazing? Also, again at the rear of the house, I have french doors (not original) that are wooden but again relatively modern in style. The same question applies to replacing these.
