Is planning permission required?

We’re planning to convert an existing outhouse into an annexe. There is currently electric and water to the building. We would be looking to increase the height of the building but only slightly to change the pitch of the roof. We are in an AONB. I’m assuming I’ll need PP as we’re altering the externals due to being in an AONB but will we need PP for change of use?? as converting to include bedroom? There won’t be a full kitchen.

It’ll require Planning as it would not meet the requirements under Class E of the GPDO. The first and main thing is that outbuildings cannot be self-contained.
