permitted development approved but extension denied for less space

I have recently had a denial of a 4.5m single story extension on a semi detached property. It was denied and I applied for a 4m - again denied. This was based on the detrimental effect it would have on the neighbours to the left. - the attached neighbour. The problem is because the previous owners of my property have built a two story side extension over the garage. We want to go full width which isn't covered under prior notification
I made an appeal but it was denied and was only allowed a 3.6m extension. I was approved a 6m prior notification which would ajoin the attached property. This is a direct contradiction as it would be a longer extension.
A property 4 doors up on the same side of the road have an identical double side extension and a 4m extension approved and built 3 years ago.
Since then I have made a formal complaint in writing without a response. Online without response and through email. Here I am 2 months later without a proper response from my original letter. I have contacted legal teams for quotes and without paying over 2k in legal fees Im forced to represent myself. I was told I cant take this to the ombudsman until a formal complaint has been undertaken. Any advice would be appreciated. I understand it is only 40cm but now my neighbour has a 5m extension wall built on the boundary and this creates even more of a side wall to look at.

Permitted Development, Prior Approval and Full Planning are very different. The latter needing to meet Planning policy. If your proposals require Full Planning and do not meet policy, then it’ll be refused. Others may have been able to take advantage of their PD/PA rights and if that is the case, you would not be able to argue how one is similar or is able to get away with more.

Fair point. just frustrating why a property with the same layout. same side of the road. same side of a semi. Same size side extension, be permitted to build 4m. they are only 7 doors up on a higher elevation to our property as well.
