Advertisement permission

Hi,
We live opposite the Wales Millenium Centre in Cardiff. The WMC has erected a huge series of LED panels internally against the front windows of the centre. I understand its one of the biggest in Europe of its kind.It has destroyed the appearance of the building and shines directly into the residents apartments opposite. We are pursuing a statutory complaint. The LPA tells us that as it is ' inside ' the building it attracts deemed consent and they will not issue a notice for its discontinuance. It is animated, flashing and extremely bright. If it was 5mm forward ie.on the outside of the windows it would be outside and therefore falling under a different classification and would need express consent. We feel it would fail that test.
Does anyone have experience of this. The technology is relatively new.The advertisement is purely intended to be viewed from the outside. From the inside it is blurred and the words are backwards.
Anyone out there can direct us to an expert who maybe able to help?
