Approved planning application on someone else’s land

I own a plot of land to the rear of my property. Planning permission was granted in 1965 @ 1984 for a total of 5 garages to be built on this land, planning permission was granted with no permission for a dividing wall to separate the the house and land entrance.The entrance crosses over the front of the neighbour property. The neighbour has now extended his property and erected a fence preventing vehicle assess to my block of garages and land. Hope this makes sense and someone can offer advice

So you have built garages to which the neighbour has now restricted access to? If this is the case and the original approval made reference to retaining access, then the neighbours Planning application should not have been approved. Or did they go down the Permitted Development route?
