Do we have to wait 21 days after serving a Notice 1 before submitting a Householder planning application ?

No. The Certificate however needs to be issued on or very soon after the application is submitted.

Thanks damian, many years ago when this situation arose, I just put the same date on the Planning Application as the Notice & all was accepted. But recently I've seen confusing items on this as listed on the below links:-

Furthermore, I've just seen this on my local council website with respect to timings for certificate B, but it can be easily misread regarding the 21 days. The key point, as I've always thought, is the word 'before' the 21 days could be deleted, as very confusing.

I’d ignore third party websites giving information as it’s not always true, correct or up to date.

I’ve never seen that before. Appears to be a requirement of your LPA so better follow that advice. Failing that, get in contact with your LPA to double check the certificate situation.
