Change of use refused - enforcement?

Hello. A neighbour started using their residential swimming pool for commercial use about 2 years ago, and 18 months ago applied for retrospective change of use planning permission. Last week the LA refused this. Can anyone advise what happens next in terms of enforcement? I know that the neighbour may appeal, but are they supposed to stop the commercial use in the meantime? Do they have to wait until they receive an enforcement notice? Thanks

If all applications and/or appeals are refused, then the LPA will ensure the breach of planning is removed.
