Class of use for abandonment

Hi, does anyone know what type of class use does the land/build fall under, once a house has lost its use rights due to lack of habitation and no council tax paid for multiple decades?

Can you put a normal garden shed on that's said land still? Veg patches etc? T.I.A

Sounds like there is no use class so cannot benefit from any PD rights.
