Class A Permitted Development

Hi - Can someone provide some clarity on Class A Permitted Development Rights?

My query is about a combined side and rear extension (a wraparound). I have 2 comments from professionals:

a) One has said simply "no.....wraparounds are not possible"

b) Another says a wraparound is sometimes possible BUT the total width of the extension can be a max of 50% of the total width of the original house.

Having read around the subject I'm inclined to think (b) is correct. Who is right here?

The proposed width and depth would comply with the PD requirements. You would just need to make sure it complies with the rest of the requirements.
