Discharge of Planning Conditions

I gained planning permission for a change of use to residential from a disused building on appeal but there are conditions attached relating mainly to flood risk issues. I submitted a revised Flood Risk Assessment and a Flood Evacuation Response, in order to discharge the conditions but the EA is still unsatisfied.
What is my next move? I don’t really want to go to appeal again as I may lose the hard won PP.
I feel I may need expert advice as the EA isn’t being reasonable or taking the whole unique situation into account.

If the FRA wasn’t produced by a suitably qualified consultant, it may well be that what has been submitted to date doesn’t fully statisfy the requirements of the condition and associated policies. If you therefore haven’t done so already, you should speak to and engage a consultant.
