Do I need planning permission

I want to build a small extension to enclose an outside toilet. It will be on the side of the house, single storey and will be about 10 feet from the front of the house. The front of the house is on a main road but the extension is not attached to the front at all it is down the side access. The edge will be 1 metre from next door neighbour

would i be allowed to put a picket fence on the front of my town house to give it more kerb appeal
