Garage Conversion - Permitted Development Rights Removed

We live in a new build house which has permitted development rights removed, meaning we would need to go through planning permission for the garage conversion.

If all work is internal, no new windows and garage door were to be retained. Is planning permission still required to convert this in to a home office/bedroom?

Idea being to retain the garage door and a small space behind this for storage of bikes and build a new insulated internal wall along the width of the garage door.

Any advice really appreciated.

Yes as the garage would no longer be able to provide vehicle parking, which would have been one of the reasons as to why the PD rights had been removed.
