Is a bridle way classed as a highway in planning rules

Hi,
I understand that if you build a fence more than a 1m away from the highway you can go up to 2 metres.
In terms of meaning of highways is that meaning of a road with a footpath or does a bridle way also count.
I have a dirt path that only walkers can go down but I am not sure if that constitutes a highway in terms of planning laws?
