Does anyone know if I need planning / building regs to put a back door in an existing outside wall. Not overlooking anyone?

Carol,

As I understand, unless Permitted Development Rights have been removed from your property, then in most cases, you won't need planning permission. For example, if you live in a maisonette, flat or indeed a house (where a condition has been attached that says you need planning permission for any external alterations)then you will need planning permission.
If you are creating a new opening or enlarging an existing opening, then you will need Building Reg approval.
