New B&B Laws Scotland - Certificate of Lawfulness vs. Planning Permission in Retrospect?

I'm currently working on office admin for a client who has had a B&B for > 10 years. Due to this, the B&B qualifies for a Certificate of Lawfulness for the development of it. The alternative would be getting planning permission in retrospect. I was wondering what the difference between these two are, and which I should recommend, as whilst I know the CoL is not the same as planning permission - I can't tell what the difference is?

A CoL application/approval would confirm the use has been established for a certain period of time. A Full application/approval would review the proposals against all “current” Planning policies.
