New Outside steps and entrance to lower ground floor

Hello. Wonder if anyone can guide me please. We are looking at a house that has steps up to a raised ground floor. On that floor are stairs down the lower ground floor which is at rear garden level. This is a huge family/kitchen area. At the front of that room (front door end) is a window which is obviously at lower ground floor level. We would like to create a front entrance at this level. Would we need planning to create steps and entrance from outside at the front down to the lower ground floor?

Sorry for so much information just trying to help people visualise :)

Any steps/terrace/decking, which is more than 300mm above ground level requires Planning.
