PD right removed following planning

Hey folks.

I had planning for a 1st floor extension above existing garage/kitchen. I live in green belt land and the 1st approval didn't revoke my PD rights. I needed to make some alternations and resubmitted (Nothing significant - Just using full width and reducing length to similar size to original submission). I got an email stating all was approved but now I've noticed PD rights seemed to have been removed - And guess what, I want to convert garage at same time. This is what was stated - . Notwithstanding the provisions of the Town and County Planning (General Permitted
Development)(Amended)(No.2)(England) Order 2015, and as amended/enacted, other than as
hereby approved, no building, extension or structure shall be erected or placed within the site
curtilage, and no alterations or extensions shall be made to the dwelling without the grant of
planning permission by the local planning authority. Do you think this means I won't be able to convert garage? Many thanks

The conversion will require Planning.
