Reroofing flat roof extension

We have a small single story extension at the back of our two-storey semi. The extension has a flat roof - early 1980s probably with little in the way of insulation and annoying the ceiling height is a bit lower than the rest of the downstairs. We want to raise the height of the extension by one course of bricks and reroof - still as a flat roof but with insulation. This will raise the height of the single storey extension by 6 to 8 inches. Only the single storey extension is affected - the man roof of the property is unaffected so we aren’t raising the highest point of the house. I can’t work out if I need planning for this. Any advice?

How deep is the extension?

What would the overall (raised) height be?

How far away from a boundary is the extension?

What roof material are you proposing?

Extension is roughly 3m x 3m, existing external height is 2.7m so raised height would be 2.9m.
It’s only a few inches away from the boundary to our (adjoined) neighbours.
Its roofing felt at the moment. Would like to change to EPDM. Extra course of bricks would be recon stone blocks as per existing walls.
