Revised Application Given ok then rejected

Hi, We recently had a need to revise the plans for part of our extension while it was being built. I consulted an architect who thought the revision would have no issues. He contacted a Senior Planner at the council who also said he foresaw no issues. The revised application/drawings were submitted.
Feeling a very high level of confidence and low risk we continued the build with the revision. To halt the build for weeks would've caused many issues. The same planner visited the property and saw the build almost complete externally, I spoke with him and he again reiterated no issues. Some 6 weeks later we have been told that the revision will be rejected.
I have a few questions: Is this sort of thing common place? Why not just say from the off that there could be issues? In which case we would've continued as we were. Any suggestions about how we can proceed to a successful outcome?

Proceeding without approval is your risk. Unfortunately, verbal approvals mean nothing. You have two options…

- Appeal the refusal; or
- Build the approved scheme.

The positive "no issue" comments weren't just verbal, they were in emails too. I realise it won't make a difference. I just don't understand why the situation would arise in the first place.

But it was your decision to amend the plans along with proceeding without approval. It’s the risk you took.
