Stopping a Campsite Under Permitted Development Rights

Our neighbour has been refused Planning Permission for a campsite consisting of bell tents, airstream caravan and so on. The permission has been refused due to the poor emerging visibility from our shared access (Byway) onto the highway.

My understanding is that my neighbour may run a campsite under Permitted Development Rights for a limited period, this is not limited in size.

It seems bonkers that the access is deemed unsuitable and unsafe for planning permission, yet any number of vehicles can use the access under PDR.

I would like to know if there is anything to be done? We don't have the funds to take advice if the is nothing that can be done!
