Swimming pool - change of use

A nearby school got planning in 2018 to put a cover over their outdoor swimming pool. After that they increased third party use (evenings and weekends) which generated much more noise. The neighbours recently complained and the school are now going to submit a CLPUD. Looking at this in more detail (and appreciate this is getting technical), they need to prove that they have had continuous use for either 4 or 10 years. Bearing in mind it's been 5, they may be able to prove this. However, it looks like the 4 year rule is only for class C3 (dwellings) and all other classes (a swimming pool is class F2) is 10 years therefore they dont meet the minimum time frame? Have I read this right or is this a grey area!! Thanks for any insight!
