Attached garage raised flat roof

We want to convert our attached garage into liveable space, but this will involve replacing the original flat roof with a warm flat roof. The new roof height will be 3m.

We have a semi detached house (standard 1960s build 3 up 2 down), and there is a shared path (around 1.5m wide) with our neighbour between our garage (and theirs) leading to the respective rear gardens. We are in Gateshead, Tyne and Wear.

Is this classed as being within 2m of the boundary and hence will require planning permission?

It would depend on the property benefiting from Permitted Development rights and the proposals meeting the PD requirements. There isn’t enough information to confirm whether or not those proposals require Planning. If in doubt, submit a Lawful Development Certificate application to the Local Planning Authority.
