Can anybody point me to the law or regulation that decides how local authorities must accept applications for planning permission?
It seems to have changed recently with some no longer publishing email addresses and are insisting on use of the fee-paying planning portal or (promised to be slow) paper copies.

Accept as in register or validate? Or are you referring to the formal approval/determination process?
