Caravan Nightmare

Hi

I live in house in the mid Wales countryside with a few acres of land. Running past the house is a farm road, and past that (opposite my house) is a plot of land that used to belong to those who lived here before me. Surrounded by farmland, this small field has a barn and horses, and is owned by someone from Ebbw Vale. About a year ago, he arrived one day with a caravan, which he has pretty much plonked in his gateway, and it's been there ever since. I had a dispute with this man nearly twenty years ago because he wanted to build a house, and in the end he lost and couldn't get planning permission. Can he legally keep his caravan there, and if he does, how long will it take for him to be considered eligible for planning permission to build a house?
