Class E residential office change to antisocial hours

Hoping someone might be able to help?
I have a council office in my residential road (listed building, downstairs is a nursery, upstairs is a small office).
Happily lived alongside this building for a number of years where staff work the usual 9-5, but council are now putting an out of hours office there, so staff can come and go throughout normal working hours but also up to 2am (they will use the office as a rest area in between call outs - they are an anti-social behaviour unit).
My understanding of the new class E is that this building would come under class E (g) Uses which can be carried out in a residential area without detriment to its amenity, (i) Offices to carry out any operational or administrative functions.

Council are saying they don't need any planning permission as the use has not changed from offices. Does anyone know some specifics of "detriment to amenity" that I might be able to use and does anyone have any info/cases that have been argued that I could use to support my complaint to the council that offices where workers come and go until 2am are not acceptable in a residential area? TIA

You will need to liaise and speak to a Planning Consultant. A local one would also be my suggestion.

Thank you Damian - I had considered that but was warned by a property lawyer that they can be reluctant to go against a council as it may impact future decisions for their clients….but perhaps he was being a bit cynical…
