Do I need planning for a lean-to office?

I am hoping to build a small (9'x5') lean-to office on the back of my house. It will be a wooden structure built as simply as possible but it will have a concrete base and insulation. Power will run from the house.
Am I correct in thinking that, providing I keep it below 2.5metres, I don't need planning??
