Dormer windows (front of house)

Hi There. Hoping somebody can help. I’ve recently done some work to my house. (3bed dormer bungalow). We basically stripped back the roof and started again.... using PD rights we changed hip to gable. The issue with local planning is this...... we took down old dormer at the front of the property (after advise from structural engineer it wasn’t safe) and reinstated it like for like. This original dormer had planning permission. However the local authority are saying once I had removed it,it is now treated as though it never existed therefor the new dormer will need planning?! Can anyone shed any light on this for me? Many thanks
