Hi everyone,
Looking to buy an f2 class community hall with a view to change of use to offices/residential. About 150m2, centre of a small town in SE.
Is my understanding correct:

It will need full planning permission for change of use
No PD rights.
Council will assess demand for community halls vs need for housing
Planning application will fetch compliant letters from local residents who want to keep it as a local community hall
If there's alot of local resident compliant letters, council unlikely to accept change of use.

If I purchase it, I risk that planning could reject the change of use.
But, I have the right to close down the community hall and go through planning process.
There's no legal obligation to keep it open and running.
