I am asking wether I need planning permission or not for the following:
I have a property which historically has been split into flats, for decades. Therefore I consider this to be a "loose arrangement", but no enforcement action can be brung against them.
I want to amalgamate two of the flats into a dwelling. The local plan indicates a loss of dwellings is a material change of use and requires planning.
However because these flats never had planning to begin with in a loose arrangement, do I still need planning to amalgamate them?
Any help is greatly appreciated in this matter,
